Cook Islands Flag Vessel Registration

The Cook Islands International Ship Registry (CISR) is known for its flexibility, efficiency, and adherence to international maritime standards. Open to shipowners around the world, the CISR accepts various types of vessels, provided they meet the registry’s stringent safety and operational requirements. The registration process is straightforward and designed to facilitate compliance with international regulations while protecting the interests of shipowners.

Merchant Ship Registration
1. Provisional Registration
  • The vessel registration process begins by completing an "Application for Registration" through us.
  • The application form must be accompanied by the following documents:

Owner Details
  • Bill of Sale / Builder's Certificate
  • Evidence of Shareholding of Owners (if more than one owner)
  • Completed CISOA or CIYS membership application

Declaration
  • Power of Attorney*

Other Documents
  • Signed and witnessed application form
  • Copy of Charter agreement* (if charter registration)
  • Written consent from underlying flag to charter to Cook Islands flag (if charter registration)
  • Copy of Power of Attorney (if the applicant is an authorized officer of the owner)

2. Permanent Registration
  • After provisional registration, the following documents are needed for permanent registration:

Owner Details
  • Company Certificate / CISOA or CIYS membership letter

Other Documents
  • Carving and Marking Note, including a current photo of the vessel
  • Pre-Registration Inspection (if applicable)
  • Proof of Deletion from the previous flag (if charter registration)
  • Proof of suspension from the previous flag (if charter registration)
  • Completed copies of all previous closed CSR (as per SOLAS Chapter XI-1 Regulation 5-8) for vessels over 500GT
  • Copy of P&I policy evidencing financial security for MLC Regulation 2.5 and 4.2 (for all commercial vessels, excluding unmanned barges)

Vessel Certification
We also assist with obtaining the necessary certifications for your vessel:
  • Nairobi International Convention on the Removal of Wrecks, 2007
  • International Convention on Civil Liability for Bunker Oil Pollution Damage, 2001
